Going back to Watergate days, the administration that resulted in the most criminal indictments was Nixon's, with 76. (55 convictions.)
Next was Ronald Reagan's administration, with 26. (16 convictions.)
Next was W., with 16 indictments. (16 convictions.)
Next, Bill Clinton, with 2 indictments. (1 conviction.)
Then came Gerald Ford, Jimmy Carter, and George H.W. Bush, all with 1 indictment. (Convictions for Bush and Ford, not for Carter.)
Note that Ford, Carter, and Poppy Bush were one-term presidents, only in office for 4 years (Ford for 3).
Obama, two terms (8 years) in office: 0 criminal indictments.
