Little Marco discusses the Budapest Memorandum

The Budapest Memorandum, December 5,1994, prohibited Russia, the United States, the United Kingdom and France from threatening or using military force or economic coercion against Ukraine, Belarus, and Kazakhstan, "except in self-defence or otherwise in accordance with the Charter of the United Nations." As a result, Belarus, Kazakhstan, and Ukraine gave up their nuclear weapons. I'm unable to pinpoint the date when Rubio gave this speech, but it appears to be sometime in 1914, before Rubio forfeited his soul and went over to the Dark Side.

That time @marcorubio explained how USA, Russia & the UK promised Ukraine to provide for their defense forever if they gave up the huge stockpile of nuclear weapons left in the country after the Soviet Union fell.
