"Caring Guy" responds to Republican attacks on Twitter

Stephen Miller tweeted: "The Refugee Act of 1980 has been one of the gravest historical calamities. It flooded America with “refugees,” from the world’s failed societies, created a vast federally-funded NGO network to support them, granted uncapped welfare, and created a fast-track to citizenship."

Caring Guy responded: "Actually, you have been one of the greatest historical calamities. Of course you don't know what you're talking about, so here I'll help you.

You're wrong on the law, wrong on the facts, and wrong on history.

The Refugee Act of 1980 did not “flood America” with refugees. It created, for the first time, a numerical cap on refugee admissions and placed that cap under annual presidential and congressional control. Before 1980, refugee admissions were handled ad hoc through Cold War era parole authority with far less structure or oversight. The Act reduced chaos, it did not create it.

It did not create uncapped welfare. Refugees are eligible for limited, time bound assistance, generally eight months of Refugee Cash Assistance and access to the same means tested programs as other lawful residents if they qualify. There is no special, unlimited welfare category for refugees. Every dollar is appropriated by Congress annually and audited. Claims of “uncapped welfare” are simply false.

It did not create a fast track to citizenship. Refugees must wait one year to apply for lawful permanent resident status and then wait the same statutory period as other green card holders, typically five years, before applying for citizenship. There is no shortcut. There is no bypass of the naturalization process. Refugees face some of the most extensive background checks in the entire immigration system.
